Once in Australia artist's fees were relatively fair, but no longer can artists rely upon getting a fair fee for the use of their work.
Once the Australia Council used to publish a schedule of fair fee rates but no longer. The story goes that if a public gallery presents an artist's work it "is good for them"! Don't believe it!
Actually its pretty good for the curators and administrators for artists to lend their work to them for a pittance – or even nothing. They are on salaries that they can rely upon on the backs of the artist who provide work for them to produce a product they get paid for producing.
Artist would welcome the same kind of treatment!

The current trend is to get artists to do community art for absolutely nothing. No assistance, no PR nothing except its "community spirit". No even told its a funded event. Director pockets the fees.
